The peacekeepers intercept a message from a Chinese troop transport ship that originated near Alaska. A task force of several ships is sent to investigate. They also have to deploy a string of communications buoys to establish a link with the state. When they arrive, they learn that the Chinese have established bases in the state, which they are claiming as an official province of the Imperial Empire of China. They also learn that China now has an emperor. Qin Shi Huang plans to use the seizing of Alaska to galvanize the Chinese people and rally them to his standard in his civil war with the Communist Central Committee. The peacekeepers stand between the ambitious Chinese plan and the people of Alaska, but this time they don’t stand alone. When they arrive, they discover that a former police officer, turned hunting guide, and three Inuit Indians have already begun taking the fight to the enemy.Meanwhile, the newest captain in the peacekeeper fleet, Captain Don Wright, and the crew of the Mercury find themselves face to face with the Jade Dragon. The Emperor’s ship, which was crafted to resemble a dragon, has the capability of annihilating the population of Anchorage, and only the Mercury stands between the Alaskans and certain death.
