The mean streets of Philadelphia in mid-winter are no place for a homeless Irishman without legal residency status. When Michael Maguire gets beaten up, stabbed and left for dead, he finds himself hospitalized, before being arrested and brought before an immigration judge.
He comes to the attention of a local construction magnate who employs him to lobby two U.S. senators in support of legitimizing the immigrant labour he depends on.
