Barack Obama was never vetted by any government agencies, because it is not required that a President be vetted for Constitutional qualifications. Obama also has not had to prove his ability to work in the U.S., and has given the country a forged birth certificate and uses a Connecticut social security number never assigned to him.
Obama was allowed access to top secret information without having to undergo a background check of any kind. This is a dangerous national security loophole that Obama has breached. Any member of the U.S. military or federal government with the same past and documented close associations Obama has with terrorists and anti-American radicals who want to overthrow our form of government, would be denied a clearance.
