Robert Lane is an operative of Sector Three, a secret government department. After recovering from injuries sustained during a mission to Syria, he is sent to Tunisia to bring back a defecting North Korean diplomat. In his hotel he waits for Klemperer, Sector Three's local agent-in-place, to make initial contact.
When a guest falls to his death from a balcony, Lane sees that the dead man bears a resemblance to himself and is forewarned. Several attempts on his life follow, before Klemperer arranges a rendezvous.
Arriving at the meeting place Lane discovers Klemperer's tortured body, and is confronted by a man long listed as dead in the annals of the Sector. He learns of betrayal within the organisation, and realises that his own death would prevent its exposure. It is crucial that his knowledge gets back to London, but the enemy is ruthless and desperate.
