The story is a fictional account of how the British Foreign Office works in its efforts to win the hearts of minds of people around the world. The story focuses on the British Government support of the Mujihadeen during the Red Army occupation of Afghanistan. When the Lions are Drinking is told in the first person by Felix Manners who is the executive producer in charge of a government film unit that works for Information Department at the Foreign Office. Felix sends one of his producers to Pakistan to film a story around the Afghanistan refugees along the border. The producer, Ted Braithwaite, was born on the Northwest Frontier and becomes involved in a bit of family history that eventually leads to his death.

The story starts with Ted's funeral and recalls how Felix started with the unit and got involved in what he calls the Great Game. Felix tries to relive the past and becomes involved in a power play between the British and American authorities. He is forced to resign from the civil service and retires to Skye.
